I have to vote for Triage (already in strawpoll). The number of those gravely sick is beyond what our resources can properly tend to, so we must leave it in God's hands who is to live and who is to die. Thus by the grace of God we shall be purified of those of insufficient faith, with only the truly devout being graced with entry into His Kingdom On Earth.

Excerpts from the Journal of the Deacon of Sanctuary - Outbreak

It is clear that in Order to fulfill our Duty to our fellow Man, we must expand our Medical Facilities to take Care of our new Neighbours, the Sick Lords.

We need to adjust to the arrival of so many sick people as soon as possible. New medical facilities must be built.

The sick lords are among us now, but our people try to stay as far away from them as possible. This has rubbed some lords the wrong way.
"They look at us with such disgust and contempt!" one of them complains between fits of coughing. "Our dignity is not diminished just because we're sick."

Though the Majority voted for this Outcome, the Minority and the Lords alike are Vocal in their Displeasure over the Situation.

You helped the sick. They and their families are grateful.

The first Healthcare Promise is fulfilled, with the opening of a new House of Healing. Three more Facilities must be completed for the latest Obligation.

Sir, people are extremely discontent with your rule! A revolt could break out against you at any minute. What should we do?

A Crowd of the Discontented formed outside my Office this very Night demanding my Removal. The Faith Keepers were able to help them see Reason and dispersed the Mob without further Incident.

The mast is stabilised with guy wires attached at three levels. There's a hut underneath it.

We searched the shack under the mast. The radio equipment is gone, but we found the logbook. It only confirmed what we already knew. Still, it was painful to read.
London knew about the coming winter well in advance. They didn't warn us, they only informed the rich. We were left to die.

The Sins of the Lords accrue Day by Day. The Blood of all who died unforewarned in the Cold be on their Hands. Still, we must grant Mercy such as we are granted daily by our own Lord...

A red flag flies atop a leaning mast. There's some kind of hut underneath it. We can see some movement.

From the Radio Mast a waving Red Flag was spotted, shewing Signs of Life. The Scouts are traveling in that Direction, preparing for a Rescue Operation.

Captain, some people are spreading wild stories about the sick lords. They say that they're contagious and that if we don't keep away from them, we'll soon all be sick as well. Everyone is on edge.

These Rumours are nothing more than the Grumblings of a Discontented Populace. The Sick Lords carry neither Daemons nor Miasma, they are simply touched by the Cold, same as any other Man would be.

Another Group of Lords has been spotted on the Horizon. Their Silhouettes are on the Whole of small Stature, suggesting a large Concentration of Children in this Wave. The Question of what happened to the Adults in their Group is soon answered:

Some lords set up camp here. All of them are on the brink of death.

The red flag (actually a duvet case) flies over the most pitiful camp we've ever seen. "I'm glad to see you, although I wish we'd met sooner," croaks one of the lords. "I regret that I can only implore you to give us a proper burial. We're dying and have chosen not to fight it anymore. Please, respect our final request."

It seems that, in the Face of a Journey too under-supplied to guarantee the Survival of all its Under-takers, these Parents opted to remain behind and send their Children ahead with the Food and Medicines. Having vowed to re-unite the Families, the Scouts are now escorting them back to the City.

Sir, a group of survivors has reached our city. They are tired, they'll need a place to rest, a bite to eat and perhaps some medical attention. But they are ready to lend a hand however they can.

With the Assistance of our snow-adapted Sleds and Knowledge of the Area, the Scouts are able to bring the Adults to the City before their own Children arrive. The healthiest among them are already hard at Work preparing a Place for their Childrens' arrivals.

The majestic ocean liner rises above us as we approach the lowered gangway. Ice surrounds it from all sides.

This liner brought many rich people here. They could afford to travel in luxury even in these desperate times. On the bridge we found a letter from Lord Craven to the captain. It reads:
"If we encounter any of the vessels stolen by the workers, you are authorised to open fire." A naval gun crudely bolted to the foredeck confirms that he really did want us dead.

Once again, G-- d-- that Ebenezer Craven! Not content to let us die like Animals in the Cold, he had to order us shot to make sure the Job was done?

Thanks to the new medical facilities, treating all the sick will be much easier.

We no longer need rely solely on crude Tents and untrained Lay Healers - the newly-constructed Infirmary combines top-notch Medical Training and Equipment in a Steam-warmed, permanent Structure.

Captain, a few sick lords have been attacked and brutally beaten by unknown assailants. One of them had to undergo an amputation. The attackers accused the lords of spreading an incurably disease.

Sir, people are extremely discontent with your rule! A revolt could break out against you at any minute. What should we do?

The Malcontents are back in Force, having permanently Lamed one Lord and badly injured several Others. They are now calling for my Head! The Keepers will not be sufficient to assuage their Wrath this Time.

After a fraught Discussion with a Representative of the Mob, it was demanded that I demonstrate Improvements to their Satisfaction in Two Days, else I should face Exile.

A Fighting Arena has been established in accordance with the new Law.

Though I once balked at the Idea of legitimizing such a Barbarous Practice in our peaceful City, it seems that these Fighting Pits will be a wise Investment, allowing the most vicious of the Malcontents to direct their aggression at each Other.

Captain, there's trouble brewing. People in the street are arguing about the role of the Faith Keepers. It hasn't come to blows yet, but the situation is tense.
"They're here to keep us on the righteous path, to protect us! If you doubt that, I doubt your faith!" shouts one. "Protect us, or protect the Captain? He used them to break up our protest." How will you resolve this?

The Faith Keepers are our Shepherds, here to watch over every One of us Lambs. They are here to maintain Order!
Some of the People outside seemed re-assured by this Reasoning, yet others remain unconvinced.

This wreck must have been a winged flying machine - a novel design we've only heard vague rumours of. We had no idea they'd been actually been [sic] made.

This machine had four wings arranged in two levels and was powered by engines similar to those used in motor sleds, but more powerful and compact. It seems it was used to carry important loads or passengers, but we only found two bodies on board slumped over the controls in the forward cabin.

Blissfully un-aware of the Turmoil at Home, our Scouts have discovered a true Wonder of Engineering. The poor Boys at the Controls appear to have been Americans - they were given a proper Burial, then their Aircraft promptly dismantled for Parts as none of us have any Idea how to operate the Thing.

We know immediately what we're looking at due to its sunny yellow colour - it's a snowcat, the most opulent and advanced of Arctic vehicles.

Another, more familiar Vehicle is spotted Nearby.

Through the Methods of providing better Meals, Fighting Arenas, and a rather impassioned Sermon (if I should be so bold), the Edge has been taken off of the Peoples' anger, and they no longer call for my Banishment.

Captain, our people are protesting! They've gathered in an angry crowd, because you've forced them to live in cold homes for too long. They've watched hopelessly as their children have fallen ill and they've had enough. They demand that you do something immediately.

Of course, that does not mean their Anger is completely gone, merely re-directed. I have promised to heat some of their Homes within a couple of Days, though I fear this may not truly be possible. That is a Problem for another Day.

Captain, one more group of lords is on the way. Rumour has it that Lord Craven is with them - the lord who ordered our ships to be shot at. Our people are unmoved.
"We've dealt with the other lords so far. We'll deal with this one too... One way or another."

The Flock is so inured to Hardships that the News that Lord Craven himself is coming hardly seems to make a Difference. He has undoubtedly surrounded himself with Children so as to make it harder to turn him away.

The snowcat is a wreck. It must have been going extremely fast when it hit a block of ice, perhaps in the dark or during a whiteout.

The front of the snowcat was completely destroyed. Inside we found two frozen bodies, some supplies, a family photo and a letter from London. It ends: "The worst cold is still to come, but they don't say when. I wish our daughters and I were safe in the north with you already."

I wonder if these Wretched Souls are related to the Engineer who we found and buried so long ago. Or perhaps not, and they are merely two of the countless individual Tales of Tragedy to be found out in the Wastes.

We can see some kind of facility, perhaps a sawmill. It looks abandoned.

Who knows what Tragedy lurks here? We cannot worry over that right now, because...

Captain, more than forty children led by a few men have gathered outside our city. They want to be let in, but Lord Craven is with the group. What should we do?

Our old Nemesis is here in Person. Unarmed, surrounded by Children. Letting them in would cause the worst Social Disruption we have experienced yet, of course, but on the Up-side would require no further Improvements to our Infrastructure.

How will we respond to Lord Craven?

Excerpts from the Journal of the Deacon of Sanctuary - Casting Stones

With Reluctance, our Paddock is opened once more to admit the Wolves. Most are but Cubs, and may yet be swayed with Rhetoric and Generosity to grow up as Sheep, but the Worst among their Kind is at their Head.

The old and new animosities between the lords and our people will make coexistence very difficult. To protect the future of our city, you will have to contain the social unrest quickly before it escalates.

A few lords herd a large group of kids into the city. Lord Craven is with them. He looks around, visibly frightened. He has lost all his power and is at mercy of our people.
The children are unusually quiet. "Most of them are orphans," says one of the lords leading them.

The former Prime Minister knows that here, for the first Time, he has no Power. His Fate lies in our Hands.

My own Fate, too, lies now in the Hands of the People! To fully contain the Unrest this latest Development has caused, I must get a Handle on our Discontent.

Captain, some of our people are concerned about the rising number of untreated sick. They're asking you to address the problem.

Not only do the newly arrived Lordlings require Housing, we also need a second Infirmary to adequately serve our Population. This will require a staggering Amount of Materials.

Fortunately, our Scouts have brought with them just That. The aforementioned Buildings are commenced immediately, as well as Upgrades to our Coal Thumpers.

Indeed it is a sawmill. It hasn't been used in a very long time. Everything is covered in ice.

There was probably an outpost here years ago. Now there's nothing left of it but this frozen sawmill.

More Wood will be useful for our continued Growth, but it is truly Steel that we want.

A small village near a frozen lake. Nobody lives there anymore.

The Odds of this Village containing a notable amount of Steel are slim, but doubtless we can find Something else of utility.

The new Residences - Bunkhouses, these new Ones, with Retrofits to some of our old Tents underway - are finished, as is the new Infirmary. In terms of Infrastructure, we are now well-situated.
Socially, however...

Captain, an angry mob has gathered, outraged by the arrival of Lord Craven. They want his head.
"He'll pay for what he did to our people! He wanted us dead, so death is what he'll get!

How will we respond to the Lynch Mob?
