The topic of the slow uptick in game times came up on Effectively Wild, where they landed on probable cause is that pitchers have gradually gotten more comfortable with the clock over the course of the season. So they're now more likely to start throwing at 1 or 2 instead of 5 or 6. 4-5 seconds per pitch over the course of the game pretty much accounts for the average uptick in game time over the season. It does seem to have leveled out, though.

I would also support giving them the ghost runner every inning so that they are not in danger of getting shut out every game.
