I don't want to dismiss ad-hoc innovation too much, since cope cages and random ERA seems to be fairly effective, but tires definitely seem like more of a stretch. I am disappointed we didn't see the return of the plucky Russian painter, I can think of so many more projects for them, like painting battle damage on functional planes.

Valerii Zaluzhnyi is the commander-in-chief of the armed forces, he's the one responsible for the military conduct. Minister of defense has nothing to do with that.

Back in February there were rumors going around that Reznikov was going to be let go due to a bunch of scandals involving corruption and bribery at the Ukrainian MoD. I don’t think that he was personally implicated in any of them. https://www.aljazeera.com/amp/news/2023/2/6/ukraine-to-replace-defence-minister-after-corruption-scandals Reznikov tweeted something like “Don’t worry everyone, I’m not going anywhere and am still at work.” and that seemed to be the end of that. I’m guessing that something new happened or Reznikov didn’t fulfill some promises he made to keep his job and he was let go.

I suspect the blowback will not be worth it for the couple of thousand of new recruits they might get with new rules. Might be a baked-in easy win for the new minister to roll that back. You don't have to be in Green Beret shape to man a desk. It's not ideal that they need to expand their draft categories, but it's also not a sign of imminent defeat. The US had an "Old Man's Draft" during WW2.

It may also be a response to the military recruitment scandals; if people have been getting false diagnoses from friendly doctors that were rubber stamped by the recruitment offices, then the quickest solution to filter out all those is just to revoke the exempt status and sort it out later.

Fun fact: technically US combatant commands (eg CENTCOM, etc.) report directly to the President. Practically speaking, they get their orders from the Joint Chiefs of Staff and SecDef. Zalushniy (sp?) is closer to a combatant commander, though I think there are some nuances which are materially different. I'm not an expert in Soviet command structures.

Also, cluster munitions aren't 'war crime shells' unless you use them to commit war crimes, like any other weapon.
