I’ve always had a fever dream of a cost-is-no-object ~1967 GM B-body wagon with a ~1000hp NRE turbo engine and full suspension, but tuned towards comfort. Basically dynamically a brand new S class Benz, but with style.

I suspect the carb - have to shut off the fuel and run the bowl dry each time I shut it down, or start it back up quick, otherwise it soaks the filter with fuel and chokes it out which makes me have to pull the ripcord 20-30x to get it running again unless I pop the filter off for a sec.

Your float is set too high, letting fuel flood the engine. Reset the float to spec.

Sounds like the float needle is leaking. Pretty typical. But I just wanted to chime in to say that I've owned and operated a LOT of mowers. Only the cheap ones come with Kohlers. The Magnum 20 is bane of my existence. They were pieces of poo poo new and didn't age well at all. Do never buy a Kohler engine. It's not just one thing either. It's like they figured out how to screw up each piece of that engine, from somehow making the rings stick after like 500 hours, the worst carbs/linkages possible, valves that don't stay adjusted and a self-destructing starting cam for the pull starts because all of the force you put on the recoil starter is "held in place" (hint: it's not actually held in place) by the sheet metal covering the engine. So it gets bent, out of alignment, and eats the unobtanium aluminum cam cup. I still have one on an old walk behind that I use on occasion. I start it will an impact and a socket. Homelite, of generator/APU and lawncare/logging equipment fame, adapted the Crosley automobile motor into a boat motor under the Homelite and Bearcat names, some of which went straight back in Crosley cars. It takes a bit of work, but the designs are similar enough that most of the holes needed to convert the engine to a closed loop cooling system can be easily drilled and tapped. Doing this almost doubles the horsepower (26.5hp to 55hp) and gives some room for tuning. 55hp in a vehicle that weighs between 1100 and 1300 pounds produces some very repectable performance, on par with, or better than, immediate post-WW2 V8 cars. Imagine keeping pace with a brand new V8 Ford Tudor in a teeny little appliance car made by an appliance manufacturer. "What you got in that thing?" "Boat anchor!" Wheeeeeeee

Best investment I ever made was a (fairly) cheap Ryobi cordless electric mower. That said, my gas mower is a 20-year-old MTD with a flathead Briggs. It runs perfectly. A new carb gasket (which is also the pulse fuel pump) every so often along with basic cleaning of the filter etc., and it still runs, well, not like new, but good enough. Starts on the third pull after winter storage with no prep. Runs on absolutely poo poo gas, is what I'm saying. Something to be said for a, what? 70-year-old design? fake edit: kinda. The aluminum block engines date to the 1950s. Basic engine back to 1933, though? Related: one of B&S' early engines was designed specifically for washing machines. Also, dang it - B&S filed for Chapter 11 bankruptcy. Another old name gone. COVID + the usual Capitalist bullshit of giving bonuses and payouts to execs while failing.
