Yeah, cert is not QA and you cannot use it as such. It's there to make sure you comply with platform rules and your marketing is at least vaguely honest. If cert encounters major technical issues they are fully justified in immediately kicking it back with a "failed, do better"

The demo of that game was really great, too bad at best I'm going to pirate it but probably instead will just forget about it. I could see Steam doing weird rejection things based on how esoteric their processes are but also why would you write the words in that twitter announcement, or argue with a guy who has a lot of experience in getting smaller games on Steam about reality. I don't think the boomer shooter/immsim is going to suddenly bring a real nuanced portrayal of sexual assault so maybe just don't include it at all.
