holodeck access was at a premium and i think it was considered more valuable than some toddler no one had time for.

Yeah the guy who caused the burn was raised by holodeck characters after his mother died and he was stranded on the station, from childhood into old age.

Enterprise had an episode (Oasis) where they find a disabled ship and most of the crew is holograms, specifically to raise and provide a community for a child

Won't somebody think of the starving hamsters in China?

^^ That's the first one

I indistinctly remember two episodes where a kid grows up with holograms and I can't even remember what series they're from. One on a crashed ship with a sort of horror take on it initially. One on a planet with a grandfather failing to maintain the projectors and the mystery of people disappearing.

The second one is DS9's Shadowplay, notable for Odo turning into a top to amuse a hologram child

As Odo said "killing your own clone is still murder" so it follows "a holographic child raised by holograms was still a child raised by holograms"

I can tune a fish.
That TNG episode where the kid's mom gets got on an away mission and then an alien shows up trying to be his mom to make up for it, I think that was originally supposed to be about the kid getting attached to holomom before they changed it.

There's two different episodes of TNG where a kid loses their family and latches onto a crew member as a surrogate parent, and I often forget which is which.

I would guess Suddenly Human. I remembered Future Imperfect after I made that post, but that one at least has a distinctive premise. I think the Worf one had the ghost mom, but I don't remember much of anything about the story of the Data one.

The Data one is where the kids family was killed and Data rescues him then he thinks he is a android.

I remember that much, but couldn't recall if there was some other sci-fi gimmick or if the whole plot was just the kid processing his trauma. Looking it up there was just some dangerous space stuff they had to get out of.
