Or, Jordan massacring the PLO in Black September, Syria preparing to intervene in response. With the US tied down in Vietnam, it's almost certain that Kissinger called Golda Meir because Israel mobilized, keeping Syria out, while Jordan eliminated an internal threat to the monarchy that was coincidentally Israel's greatest foe.
