I can kinda forgive things like that cus at least there's a thread of logic there, and post-9/11 was a weird time; everyone was scared, irrational, and it felt like anything could happen, not least of which because every media outlet at the time was a 24 hour loop of the attacks, talk about the attacks, talk about talk of the attacks, a random concert where James Taylor very obviously change the lyrics of Fire and Rain, and just that, on repeat, for what like two weeks it felt like.

It also didn't help that a good portion of rural and suburban white Americans had never really met any Muslims or had more than a hazy idea of what Islam was, so their first major introduction being 9/11 followed by several weeks of talking heads more-or-less calling for a new holy war got people predictably kinda jumpy. Like it was stupid and bigoted, I'm not excusing that part, but being suddenly forced to adapt to virtually every news outlet saying every night that roughly a third of the planet hated you for your freedom meant that calmer heads couldn't really prevail. While I never actually thought that The Terrorists were going to attack my podunk little hometown, I got anxious about the (in hindsight completely-speculative and sensational) reports that The Terrorists might start attacking the Midwestern food supply. In my defense, I was 11 and didn't know poo poo.

The median height of an 18 year old male in the US is 69 inches, so assuming the "you must be" height is 69 inches, we can estimate the child's age as.... 2. Ok, judging by the backpack and the context that children start writing book reports in third grade, let's assume a second grader or eight year old. 5th percentile for an 8 year old is 47 inches, so to be tall enough, someone would need to be over 7 and a half feet tall. Clearly this is ridiculous, and the artist is pointing that out with the phrase "what's porn", as what is and is not considered pornographic is arbitrary and capricious, much like using height to determine who can or cannot consume it.
