most transphobes are not TERFs, TERFism is a really boutique ideology which was borne out of the most anti-genderist strains of anglo second-wave feminism, under which the doctrine was the abolition of the social construct of gender, ref. firestone. most transphobes just think trans people are icky, they are not opposed to them on the basis of them reifying concepts of gender identity which are seen as abominable. a fair amount of radical feminists practised political lesbianism. it is a very wild ideology which is somewhat prominent today mainly because some prominent radical-feminist intellectuals have embraced it, thus giving intellectual-progressive cover to transphobia a subset of relatively vulgar marxists end up in the same place out of an exaggerated hostility to identity politics per se. it's a qualitatively different creature to the TERFs imo.

I think it also reflects the emergence of "trans-exclusive progressive feminists" and other people who are obviously not radical feminists, but would consider themselves feminists and posture their suspicion of trans people as feminist (trans women make cis women unsafe, trans men are just women who have been neglected/misled). The term TERF was already there and could be stretched to include these people even though it's objectively an incorrect label for them.
