I'm not sure about the actual mechanics of it but it's being touted as a measure to stop Truss-style budget meltdowns, so the political aim is to make Tories either accept an opposition motion to the King's Speech (embarrassing, lets Labour say "we're effectively in government now") or implicitly back the Truss budget (also embarrassing, highlights Tory party divisions).
