You'd need an extremely specific and powerful event to make the country shatter so completely and suddenly that it becomes everyone for themselves, and I'm not sure in anyone involved is capable that.

My read at the time (and now) is that they were sorta trying to soften the blow and trying to go "we're actually quite reasonable!" to the evil empire. Fat lot of good it did for them lol Big mistake. Never placate the white demons. I hope they learn that lesson next time around ...

If you want the US empire to endorse (or at least tolerate you) , you have to make it very clear that you're there to perpetuate the status quo and have absolutely no silly plans to do anything else.
