I think the initial plan was for Israel to break the ceasefire. Netanyahu didn't want to negotiate, but after a month and a half of "BRING THEM HOME," people were getting extremely angry. At first, he wanted to have his cake and eat it too: agree to a prisoner exchange, and then cancel it by breaking the ceasefire in a way which lets him try to frame Hamas and say "welp, I tried negotiating, there's nothing we can do but go back to fighting." The IDF was constantly poking and outright crossing the limits before the first swap: flying over the south, shooting at civilians trying to return to the north, delaying the deal, refusing entry to the aid trucks and then giving Hamas a time limit until midnight to hand over the hostages anyway when they called foul. The IDF was trying to provoke an attack while still maintaining juuust enough wiggle room to propogandize about how they totally didn't break the rules first. But now the deal went through, and that plan has become a lot more difficult. The hostages are absolutely vital for national morale, even the Ben-Gvirite faction that opposed the deal isn't daring to say "well, I still think it was a bad idea!  " If people were mad at Bibi before, that has nothing on how PISSED they'll be if he cancels the trading now without a very good reason and goes back on the offensive, especially with Biden talking about extending the truce.

Yeah, the "operational control" of IDF forces in Gaza is just random tanks roaming the streets with minimal garrisons in a few strong points. Hamas doesn't even need to use tunnels in it, they can just walk through alleys and side streets because the IDF has almost no one on the ground.
