Yes he has extremely high borrowing power, but he doesn't have $44 billion sitting in a bank account somewhere. Banks/creditors are not going to afford him the same borrowing power to "fix Flint". (Which is one of the many reasons the Twitter thing is so funny, his creditors are hosed)
