One possibility is they need to walk a knife-edge of propaganda spin: just enough urgency to keep the "Hunt for Hamas/Rescue the hostages narrative alive and stave off war weariness through casualty aversion, not so much ("oh my God did you hear what they're doing to them we need to get them out NOW") that it increases public pressure or makes them look any worse than they already do by not being able to affect their release militarily.
