Probably, but 10x on bandwidth seems honestly pretty cheap when the company is basically a pure profit generator otherwise. My money's on it being a cost they could easily absorb and remain super profitable and market dominant, but they're just making the move as a deliberate attack to try to keep a government in line (by causing citizen complaints). I hope it blows up in their face and lets a local competitor swoop in and take over all of SEA game streaming
