Yeah, that's fair. I tend to subsume those people under the various agencies, even if they aren't on the payroll directly, since I still think that the agencies are the spine of the network. They're not necessarily driving the goal but they link things together and, most importantly, give official cover to the extragovernmental groups operating within a given country's borders.
