Yeah, tiny wheels are cool and you are king of the road if you have wheels as deep as the diameter. It's not uncommon for cars to be rolling on 13s that are 10+ inches wide with crazy negative offset. This also explains the hilariously sized arches that are usually just a trimmed sheet of black plastic. It's definitely a pretty fascinating subculture.
