Some other site did a breakdown of it the other day, but you can see it right away where the blue dress in the background is black and white when seen through the gauzy cape of the foreground dress

I think I saw something about that before and it is in fact something that happens in that show (some disney visitor can probably confirm), iirc its like a special fabric that reflects a specific type of light or something? idk
