I know he's a personal hero of mine, but the career of Glubb Pasha sort of spells it out. British colonial management of Jordan was really straightforward and well documented. They identified Pan-Arabism as a threat to both Jordan, and their other client, Kuwait. As holding Egypt and Iraq was untenable, the British need a wedge, quite literally, to keep the two most powerful Arab states apart, and certainly from unifying politically and threatening Suez (and therefore India). They trained the Jordanian military along British lines and had British officers commanding, but the Hashemite monarchy was still fragile because the "Arab street" was sympathetic towards Pan-Arabism. There needed to be some other way to maintain a British presence in the region and keep Egypt and Iraq apart. Jordan also needed some sort of backstop, particularly because the Hashemites and Saudis did not get along. Actually, the Saudis were felt to be American clients and a threat, right under Pan-Arabism, to the Hashemites. So, what sort of military ally could Britain have in the region to accomplish all of these goals? Any other Arab state might defect to the Egyptian-Iraqi cause, and indeed the fact that Iraq's monarch was overthrown is what created this strategic dilemma in the first place. The first solution was Iran. Persians, by definition, were a safe hedge against Pan-Arabism. The French provided a hedge through how they engineered Lebanon, basically ensuring that even if Syria was lost to Pan-Arabism, the Med would be safe and there was a state there that would never fall into the Pan-Arab camp because of the Maronites. That meant the north flank, and eastern flank were secure. In Cyprus, gosh, permanent British military presence was guaranteed and the island could never fall to a Turkish, or Greek, state that might oppose British interests. Strange how that turned out. The British at one point tried to use the Copts in Egypt like the French had used the Maronites but it didn't really work. Copts are Christian, but they're Arab and they weren't going to side with the British while they were on their way out the door. They also tried to make use of some of the other diaspora groups left behind in the wake of the Ottoman Empire, Greeks, Italians, Armenians and Albanians, but there weren't enough of them. Also, the Imperial Civil Service was full of Arabists and Orientalists who were more sympathetic towards the Bedouins than farming groups, and they associated Greeks, Italians, Armenians and Albanians with criminality as opposed to the pure Arabs of the desert, so that was not going to work. To loop back around, that's why the British loving loved the Camel Corps and all of the other British trained - but very exotic - military units in the Jordanian Army they constructed. So, basically they realized that there was still one group that might let them keep an eye on Suez, and that was kind of that. A Jewish state, or state perpetually divided between Arabs and Jews, like Cyprus and Lebanon, would allow the British to keep Iraq and Egypt apart, and Suez secure. Some British officers, like Wingate, supported the Jews. Others, like Glubb, supported the Arabs. You can see this sort of like the Indian and Pakistani armies at partition still being commanded and staffed by British officers who felt fiercely attached to "their" Indians. The divisions had existed in the British Indian Army long before partition. Same deal here, only instead of Britishers who preferred the Muslim martial races as opposed to those who preferred the Sikhs and Hindu Jats/Rajputs, it was the Arabists versus the Philosemites. After the Suez crisis, Britain entrusted protection of the canal, and Jordan, to the Americans, and their policy has more or less been the same, but without the romanticism. There's a book that suggests that US support for Israel started as a way to support Jordan (on behalf of the Brits), and America only really began taking an interest after 1967, and I tend to agree with that analysis.
