(Green Bay is the third-most populous city in Wisconsin; Madison is second-most, and Milwaukee is first). Are high property taxes forcing people to move out of Madison? Uhh... are they forcing people to move out of any city? According to the property tax calculator, a plot & home worth $500,000 at a 1.9% property tax rate requires $9,500 annual property taxes. Sure, that's an expense, but... compared to what? A very quick look at Zillow shows that monthly rent in Madison ranges from around $1200 to as high as around $3000. Multiply that by 12, and... Okay, so a homeowner also has to pay their mortgage (if they have one - some are lucky enough to own their home outright) and their water/sewage/garbage bills (landlords usually pay for these the US, but not always). But in exchange for all that... a Madison homeowner has a home. A Madison renter has nothing, plus they can be evicted with notice to move out in 5-30 days, although eviction is legally required to have a justification like "late payment of rent" (no grace period - even one day late is not OK!), "end of lease", or "lease violation". I really doubt many people are moving out Madison because of property taxes. Some might because of rent, and property taxes are one influence on rent, but I think that overall demand and supply of housing plus the local job market and amenities (which directly affect demand) matter a lot more. I don't really think people are leaving California's Bay Area or New York City because of high property taxes. I think they're leaving because the overall cost of living is too high even if you have a high-paying job, and property taxes are only a small slice of that. Oddly enough, the property taxes of New York City itself is only 0.98%; it's other major things (high demand, housing scarcity, high-paying finance jobs) that drive up cost of living so high that a lot of people can't afford to live there anymore.
