I assume run by another friend of the Adams family. the Government of New York City isn't allowed to do anything cool or good on their own- they have to award grants to organizations who are willing to implement the Cool Thing with their own staff and capital, keep immaculate books, and maybe get fully reimbursed 16 months after the contract ends. it's very efficient.

Don't you have to pay tax on the forgiven debt as if it was income though? Like if so, depending on how much the debt was bought for the city might actually make money. edit: ripmedicaldebt says in their case, it might not count
