To expand upon the issue with SSC's implementation, a personal anecdote from the base I worked on at the time. We had a telephony section to do installation, maintenance, and administration of all phones and switchboards on the base. When SSC took over, that section was shut down and replaced with civilians working directly under SSC. No problem with those guys, they were great. The problem was that SSC refused to give them anything to accomplish their tasks.

No tools. No money to procure tools.

No vehicle. Certainly no money to procure a vehicle.

DND had to provide them with everything they needed to fulfill their mandate (which was beyond just the base), because an executive more than 1000km away was making a bonus by giving them nothing.

I think this is misrepresentating the issue a bit. There aren’t execs in the feds making 100k bonuses outside of maybe a handful of DMs, which are very senior bureaucrats & politically impacted appointments. The issue is that SSC was created with an intentional underfunding and has been on the back foot since then. The money didn’t get to service delivery because the money wasn’t there. That funding decision was political, not driven by the execs in the public service.

That’s not to say there weren’t also real operational issues unrelated to funding. In particular culture in GC isn’t great around accountability and SSC is no different there.

The 100k figure was hyperbole, but the budgeting being tied to executive bonuses was second-hand from the ranking SSC rep himself. There was money in the pot for fulfilling the service mandate, and that money was not being spent. Disallowing the use of funds to fulfill the mandate directly benefitted the SSC executives in charge of the royal purse.

Combined with broader figures like "Between 88 and 91 per cent of executives received bonuses between 2015 and 2022" and "of 2,393 fulfilled performance indicators, only 1,361 met established targets", and I feel the picture I've painted is fairly accurate. We have a problem with tying executive bonuses to nebulous standards that clearly don't involve succeeding at the tasks they're responsible for.
