Simple answer: even non-linear beings like Q have their own personal timeline with a beginning and an end. The Q we see in Picard Season 2 is the one at the end of his personal timeline and he is dead and not coming back. And now there's still an entire coninuum of Q out there who's not dead and knows how, where, why and when he dies eventually, so he can use that knowledge to keep loving with people until the time comes of him to die.

Having a Serious Serialized Narrative about the Q is just the worst possible idea. Q is a mischief maker. He blips in, ruffles feathers, gets mad, has some fun, gives a sly wink, and blips out. That's what he's best at, and anything else is a grave misuse.
