it's all speculation but I imagine that if Hezbollah actually did have SAMs, they'd also understand that it would change the dynamics of the region entirely for them to reveal that they had it and that they're going to use it to shoot down the IAF - once that Rubicon has been crossed, Israel may well feel (because it is a rabid dog) as though it needs to do something even more rash this is not to excuse such behavior, I don't like the idea of horse-trading the status quo of "Israel gets to bomb Beirut occasionally" in exchange for "Israel doesn't invade Lebanon in general" because that's still lives being thrown to the trolley problem
