Was planned in the 80's when it looked like Japan was gonna be an expanding economic powerhouse forever.

It is the Australian Public Service so trying to go after any of them will be way more effort than it is worth. From the APS itself, if they try to push, they will just push up sick and stress leave and public servants that further an agenda to go after other public servants will mark their careers. From the politicians, going after public sector job security is always a loser unless there is a big payoff. The general public don't get a say in this, the same customers will be at the benefits office next week just as they were last week.
