Turns out he was faking the bulk of it (using thermal cycle data in place of vibration, etc) and, not only were we not ready to launch on schedule, the design wasn't able to meet the requirements and had to start over. We briefly considered litigation against the guy after I presented these findings to the VP level but I don't think that was pursued.
