The 40 is fine as yet another measure of explosive power and speed. Power cleans would probably be better but then you're turning the combine into an olympic lifting meet, and lets face it, power cleans would turn into some ugly rear end continent belly assisted full cleans (aka reverse power curls). They’re only gonna trade down if someone offers a haul and it still lets them draft a QB they feel can be a week 1 starter. I’ll give that a ten percent chance of happening.
