He got russians somewhat rattled at least. The French are right up there with Russians and the British when it comes to nostalgia for great power status. Macron tried to play the peace broker and got rudely brushed off. This made him appear weak, so now he's trying on a different tack and it seems to be working. A while ago the Kremlin didn't care about France at all, now it can't stop talking about it.

Yeah some people are desperate to find secret masterplans that prove they were right about AmeriKKKan intentions toward Ukraine all along. The simplest explanation is that its an election year and Biden is scared that high oil prices will hurt his prospects. He's right on that. But he has lost leverage over Ukraine due to the shenanigans in the House, so needs to find a way to provide Ukraine with other means of hitting Russia back. Right now they have no incentive to stop.
