Oh, it's fully not on the up and up. Ootsuki is a foreman, he and his crew are in with the guards and they exploit the common schmucks mercilessly. Teai is a Black Company, a parody of a Black Company, one that literally enslaves their debtors in an underground work camp and there's even worse and weirder poo poo they get up to in the original work, Kaiji. That's always been the joke of the series - the bit-villains from the main story chilling out and enjoying slice of life things. In other news, Vagabond of Limbo is going to strange places. Stranger places. I'm not sure what's going on, to be honest.
