Absolutely true, but the buck will always stop somewhere. He is not regularly writing IOUs for airplane fuel, paychecks for staff, and the many other things that just don't work that way, so he definitely has some real liquidity somewhere. Not $500m like he claims, but definitely many millions available. There is likely millions going in and out everyday with "company" of that size whether its based on his grifting or not.
