I'm curious what news article you read because to the best of my knowledge every UN Security Council resolution is by definition binding. I've seen articles from WaPo and the Guardian state as much. That said, there is a general understanding that Israel will flagrantly ignore the resolution and the UN won't have any means to enforce it.
