This is how a lot of dangerous products can be worked safely. Lead can be melted for casting, but you keep it below the smoke point and vapors aren't an issue. Foam can be cut with a hot knife, because it's hot enough to melt the foam but not combust it. That's not to say you wouldn't take safety precautions, but you can keep safe by working products in their "safe zones".

Text says it's intended for cutting metal, now I'm not an expert on these things but I would think that even a wrong disc for that metal would not just evaporate in a second. More likely it's for cutting some soft material and they have just printed the metal text on it and made profit.

The paint touching the arm sticks to it as it goes down, and the rest of the paint flows towards it due to surface tension. But it’s not attracted to the water, just floating there, so when the arm comes back out the paint stays stuck to it
