It's been a long time since I played Fallout 2, but from what I can remember, it was really just the military industrial complex that were the bad guys. Vault-Tec, various elements of the government, particularly the intelligence agencies, several other companies, were all so intertwined that they might as well have just been one entity. I have no idea how anyone could dream up such an unrealistic concept, something like that could never happen for real! They built the vaults to be social experiments, and then built a tricked out Oil Rig in the middle of the ocean. It did technically pump petroleum up from the last known deposit in the deep pacific, but it also had everything they'd need, heavy industrial facilities, science labs, etc. The Enclave can trace their roots back, in an unbroken line, to the actual US Government.

You blow up their oil rig in Fallout 2, and because the faction is recognizable, they magically cross the country to be badguys again in Fallout 3, where they are once again destroyed. They're still around in the show because it's a thing people recognize.

There's an Enclave base in Chicago and there's mention of a BOS chapter thst went rogue there as well. Maybe that's where Siggi was coming from.

The BOS chapter is a reference to Fallout Tactics, which is quasi-canon--they've referenced a bunch of parts of it in later Fallouts but the main plot has some issues fitting into the setting.

The plot of Tactics is tricky to fit in, sure but the Enclave base is definitely extant at some point between Fallout 3 and New Vegas because ED-E made a pit stop there on his way from DC to Navarro. The Brotherhood out east also re-absorbed the outcasts from 3 by the time FO4 happens so maybe they've also picked up the Chicago chapter too by the time the show happens. Maybe the Chicago BOS were the ones who tipped everyone off about Siggi fleeing the Enclave.

The Enclave is the direct descendent of the military industrial complex and the US Government. It would honestly be more unrealistic for them to have only one secret base for surviving nuclear armageddon. Realistically there should also be an Alaskan Enclave and and Hawaiian Enclave and Texan Enclave and even a Canadian Enclave, because Fallout US annexed Canada before the nuclear war happened.

I enjoyed most of the individual scenes of this show but the larger plot utterly falls apart if you think about it for a second. So Moldaver is implied to have been in love with Rose, Lucys mom and also wants to finish off her pre war lifes goal of cold fusion, with the latter presumably being more important than honoring the former.

So, using Roses pip-boy, she breaks into Vault 32 where the populace has found out about the vault stuff I guess and killed themselves? Like the one guy has a fork stuck in a toaster and such, nobody else did that. They hid in that vault for awhile pretending everything was good to Vault 33 (while also not cleaning it up so that Norm and Chet can have their spooky discovery adventure that then gets cleaned up in a single night) and then say that they need to trade some supplies and suggest a trade for a husband for Lucy. 31 and 33 have no way of verifying this despite the whole thing being 31 are all secretly management who have a huge amount of leeway, responsibility and power, or at least think they do (this part at least works because Vault-Tec is like that).

Anyway, the reveal in the end of the show is that Moldaver and presumably large amounts of her crew are NCR remnants to some degree, they and she are fine to be murdering the gently caress out of random vault dwellers who aren't management and Lucy, the daughter of someone she seems to have cared alot about being raped (since she's not in full knowledge of the facts that this guy isn't who he says he is) and probably murdered? Since his immediate response to her realising he's irradiated is to try and murder her.

Moldaver is incredibly lucky but doesn't acknowledge it in retrospect that Lucy kills the guy rather than being murdered by him, then when she comes face to face with Lucy, she opts to just kidnap Hank and torture him for the code she needs I guess, and not to take Lucy at that point when that would be very good leverage, she also doesn't kill any of the other vault 31ers there either. She also decides not to pop along to the nearby town the dude carrying her entire lifes work is going to be at a few days later to provide escort for him? She then goes back to her observatory base and waits for..... something? Lucy arriving feels like it should be a huge surprise to her but she acts kinda like it was something she's expecting but that's insane.

They're two naive kids entwined by fate. One was giving an upbringing that inadvertently prepared them to survive on the surface and the other is just holding on to whatever they can as they discover who they really are. Both are out here really just looking for love and home and the place they belong and they recognize it in each other.
