Powerbalance seems potentially interesting in EDH, not sure about 60 card. The Phyrexian Altar Goblin guy kicks rear end. Wrath of the Skies is pretty slick against Saga decks.

No. Whenever a card is cast "without paying its mana cost" you cannot pay for any X's in the cost. You may, however, pay "additional costs" like for Kicker and the like.

Note that you don't get to see the card being cascaded/discovered before you have to play this and pick a name - so it's really for the combo cascade decks rather than the people doing it for value. You can look forward to it being all over Brawl though.
