Antibiotics research stalled a long time ago, around the Carter liberalization efforts. Antibiotics are REALLY a pain in the rear end, chemically, they're basically not going to be traditionally profitable, so you either need socialism or at least a very mixed economy.

a pharma company could easily be just a manufacturing plant and like one administrative dude - they barely do anything. most of the research is publicly funded and the marketing is mostly unnecessary.
