without the chrome its just a transparent top part of the window that just looks weird. in OS X is actually makes sense because you can see into all of windows if you look, but its subtle enough that it doesn't affect your ability to use the app.

i got a rmbp and i knew HDPI support was bad in windows but I'm still surprised at the number of programs and games that just flat-out don't do UI scaling and by all the weird and wonderful ways poo poo breaks all the toolbar buttons/icons in firefox are blurry like they're being scaled up. gross steam looks like it's being stretched 2x so everything is pixelated even the fonts. battle.net doesnt even stretch, it's just tiny box in the middle of the screen have to run beyond earth at 1920 because they dont let you adjust the UI or the fonts at all

chrome finally supports windows hdpi which is nice. steam works fine for me. you can fiddle with shortcut settings to exclude software from hdpi scaling

on windows 10 there's now a tiny border around the windows only in hidpi mode of course this makes at least one application look stupid/broken because lol every single thing you see on a windows desktop is a special case in some way
