Is hotel quarantine still free? I didn't have to pay for my 14 day stay at the Sydney Travelodge, but that was last year. I vaguely remember something about returning travelers, and people arriving in Aus having to pay for their own lodging nowadays. But I don't know details.

These guys would have been on subclass 408 visas, which have a specific category for television performers. For travel exemptions there isn't really an economic benefit category but there also aren't any actual laws for how travel exemptions are approved, it's absolutely entirely discretion. There's a "critical skills" category that is meant to be for "supply of essential services" but I suspect that if a state government supports your entry and tells the federal government they'll organise quarantine above and beyond the usual caps then you'll get your travel exemption no matter what you're doing.
