Taker didn't start doing Ministry until 99 and Chad Frost was long gone then.

So Nation/DX/Stone Cold/Taker-lite was all late 97-98.
Edit: and I guess they're focusing on Summerslam 98 in the show oh god why I did corroborate all that?

That clip is cut into a backstage scene the night where The Rock gave all of the Nation of Domination gifts, which was the February 16, 1998 episode of Raw. Undertaker by that point had been doing more of a sort of Goth Dad Wizard look, but
wouldn't actually do "Ministry of Darkness" for another nine months or so.

So his "gimmick" was still babyface "Rest in Peace" dude who was being stalked by his half-brother Kane, but he dressed more like the Ministry of Darkness leader (but still with a mustache) at that point.

The same episode has Brian Gewirtz pitching story ideas to Chyna backstage the same night even though he didn't get hired until after Russo/Ferrara left in 1999, and has him feeding the Rock sick burns for a promo against Triple H in the build-up to Summerslam 1998, making jokes about "The Cerebral Assassin" and "The Game" that come from 2000 era Rock promos.

Then Shawn Michaels Chad Frost injures his knee and will be out six months, so Brian Gewirtz convinces the Rock to start doing guitar bits he did in 2003 to prove to Vince that he could be a main eventer. Then there's conflict when SOMEONE tells Vince that Rock isn't ready for the main event, and he suspects it's Triple H, who vehemently denies it. Brian Gewirtz overheard the truth though, that it was Shawn Michaels Chad Frost, a wrestler with no association with Triple H, who buried the Rock to Vince. But HHH and Rock make up while wrestling at Summerslam and mutually agree to go long in the match in defiance of Vince, but the crowd loves the match so much that they go crazy when Triple H finally wins and celebrates with the only other member of DX, Chyna and their trademark stock hair metal theme plays. Vince loves all of this, and decides in Gorilla that both men are future world champions.

So short answer, no Undertaker should not be wearing a hat in that clip.
