I'm pretty sure it did happen because I seem to recall that Zelda and a bunch of the community responded with something along the lines of, "Zelda is some dude that volunteered one year to play Red Riding Hood when the usual person got sick, and it was fun and he did a great job so we made a tradition out of it. Same way "homer's phobia" is an episode that is pretty much nothing but gay jokes and gay stereotypes and has homer acting as an open bigot who literally physically attacks his own son for being too sissy but it's not a bad episode. It's an episode with the moral "gay people are fine" that is way too muddled to be an okay episode now but was pretty ahead of it's time in 1998. Apu had enough positive episodes in with the awful stuff that it feels like a wash if he stayed in the 90s. He's not great, but compared to the other indian characters at the time (none) they kinda tried, sometimes. It's the fact that he isn't a quaint 90s thing that makes it bad.
