Probably because it's using a kiddie-pool amount of water for the simulation. If you scaled it up bigger it'd probably look better, or if you observed it closer up. Most CGI Water looks like pants at a distance. Guaranteed that poo poo takes eons to render though.

No joke, those big rig tires are have some serious loving pressure. There was a mechanic that serviced my dad's rig had two fingers ripped off of his right hand while overinflating a lovely retread. That poo poo has killed people. Nowadays they inflate them in cages:
