It's a fundamental misunderstanding of the reason for food safety laws to exist in the first place - food is not inherently unsafe, what's inherently unsafe is the industrial production of food for profit. Food safety laws in Europe and N. America came into being in the second half of 19th century because the majority of people no longer ate food produced by themselves or people in their communities, and had to rely on for-profit businesses to an extent never before seen.

The 'no garden' guy reminded me of an anecdote from an Isaac Asimov book. He grew up in NYC and pretty much always lived in a big city. Once some friends invited him to their house, and offered to make dinner with veggies they had grown themselves.
