It caught on when the French didn't join the US in Iraq (because they recognized it was a stupid war), but it started as a Simpsons joke in 1995, where the joke in part was how weirdly, specifically wrong it was. Because Groundskeeper Willie was teaching French due to budget cuts, and the joke is that he's bad at it. Leave it to conservatives to not understand jokes, I guess.

The actual world war 2 animosity isn’t really from 1940, it’s from the cultural clash between GIs and French civilians in France during and post-war. For various reasons (lack of common language, hurt national pride, material deprivation from the german occupation, status as allies meaning the civilians weren’t cowed into submission like Germans were) GIs got a particularly negative impression of the French and brought that home. Like for example “they’re smelly and the women don’t shave!!” comes about because hygiene products were rationed for a long time during that period. Before Americans mostly had positive views of France going back to Lafayette and friends

No, there were jokes from my childhood about French tanks having one forward gear and five reverse gears. There are theories that it stems from either how quickly France was steamrolled in World War II, or how they withdrew from NATO in the 60s.

Yeah the “surrender monkey” part didn’t come about in 1940, it came about ‘44-46 because GIs and civilians hated each other and “why did we have to save your rear end” is a cudgel people will use to attack their perceived enemies.
