It allows a muni judge to serve more than one city at a time, which is helpful for small towns that only need part time muni judges. It passed the legislature without any votes against it

they mostly just handle traffic tickets, parking tickets, or city fines. Small scale stuff that can be handled quickly but would bog down other courts if pushed onto them

Seems to me you either want an administrative hearings officer for real petty stuff or a real judge if they are setting bail/handing out jail time. So I guess the real question is how low a bar is it to qualify to do this?

Like I know “Graaa fuckin Republicans up to something” but none of these are at all controversial or secret conservative programs. Even the income tax thing isn't really going to have a practical effect. They are on the ballot because of our weird constitutional requirements, this ain't California

People shouldn't red lights. The punishment from a stationary camera doesn't disproportionately affect one group or another.

The other poster's idea of means testing traffic fines is really good.

Also, I think means testing is only heretic in CSPAM. Outside of that, it's a normal concept. Like the dudes who graduate law school and make $190k a year at corporate firms should have to pay their loans.
