all ATSC signals (above 480p) are required to be broadcast in 16:9 to fit the conformed standard. it was common for tv manufacturers to make 4:3 televisions when ATSC was first being adopted because most content users were viewing was in 4:3 format. Around 2003 was when they started moving away from the 4:3 model and to 16:9 across the board. Samsung quit making 4:3 lcds around 2002.
