It probably works differently in California since everything else there does, but usually the title stays with the frame so the motor theoretically shouldn't matter. No idea how that works with inspections if you do a swap like this though. There's always the South Dakota registration loophole if the CA BMV shits on you. Registration aside, $10K for that bike is nuts. I can't imagine it's easy to ride, either.

I know some old 2Ts that were designed for the street had a separate oil tank but even still I think I'd rather premix. If the line from that tank clogged or whatever = bad stuff. If you put the oil in the gas tank before you fill up, the gas pump will do most of the mixing for you, no paint shaker routine required

The only real wear parts on that Empulse are the tires, brakes, and batteries, the latter being the only part that might be difficult to replace as they age and don't hold as much of a charge. For 6 large I'd be all over that thing.

Why is it nearly every Grom ad I come across on CL lists the bike for MSRP or even higher? e.g. https://cincinnati.craigslist.org/mcy/6170347072.html "I'm $4200 into this bike after taxes and fees, looking to get $4200 or as near as possible" In Ohio you pay sales tax on a vehicle when you title it, so whoever bought that would have to pay MORE tax on it than buying new, not to mention covering the original buyer on dealer fees, etc. This is dumber than the SV with original tires listed for $5K.
