I'm pretty sure the reason it was done with Sandman was to get the first story arc using the same colorist as the rest of the series. That makes sense, but I agree that maybe it didn't work out so well.

Neil Gaiman said before the first one came out that they were only doing a full recolor of the first 18 issues, but would touch up things later on if they didn't work out right originally, and would stick with the same color schemes. I don't know how accurate this is since I've only read the later issues in Absolute, but the above pages are all from that first section.

My main problem with Ross is that no matter how dynamic a scene is supposed to be, it just looks like he is painting posed people. Because he is painting posed people. It's good for covers and posters and such, but I'm not a huge fan of him as an interior artist.
