Is grinding BGs the quickest way to level? I assume it's not even worth following the class quest?

Either the BG quests or the quest hubs. Both are fast, but the BG gear is slightly better than the quest hub gear.

I've completely forgotten how to play this game but I do look back upon my 2H PA one-shot of casters fondly from 8 years ago. Are there any "modern" tools like char builders available?
