It's making me think that the 'citizens' are to be forced to only deal with the 'government' whish goes back to my class war either breaking out into a hosed up onboard ship battle or the most useful workers loving off back to land to let the elites decide who has to do the manual labour and then trying to be lovely to them leading to a second round until it's like 20 ppl that can't really do poo poo trying to survive on the most expensive waste of resources possible... An interesting counterpoint is that there are floating cities that work without all the bullshit these people are trying to sell about freedom and they are reasonably chill fishing communities where people have homes and raise kids and rarely ever set foot on land.
