Yes it is. Have you tried to restore and set up as new? My iPad mini 1st gen doesn't do that. Neither does my parents iPad 2.

My only critique of it so far is the multitasking gestures are kinda annoying. That doesn't sound right. There should be about 13GB usable out of the box with iOS 8. Which apps are you talking about?
