Not true. This can be done in store by senior managers and store leaders. You must provide proof of purchase.

Yes it is.

Have you tried to restore and set up as new? My iPad mini 1st gen doesn't do that. Neither does my parents iPad 2.

That doesn't sound right. There should be about 13GB usable out of the box with iOS 8. Which apps are you talking about?
