Is there a different meaning to Technocrat than I know? I thought it meant government by technical experts, e.g., you'd have public health experts in charge of public health. I don't think Eric Schmidt would qualify as an expert in anything that would qualify him to be President. He might be a good person to run the NSA or the BLS or something though.
